Basic principles of activities of the State Entreprise State Road Transport Research Institute

    The State Road Transport Research Institute (SRTRI), founded in 1928, is a leading research and design institution of the Ministry of Infrastructure of Ukraine. SRTRI objective is development of scientific, technological and legal basis for operation of the road transport sector, with emphasis on efficiency and safety, quality of service, environmental performance, energy conservation and application of alternative motor fuels.
    Currently SRTRI pays great attention to elaboration of effective and transparent system of legal and technical regulation of road transports operation under the conditions of market reforms, globalisation and integration of Ukraine and EU transport systems.

    Successfully conducted by SRTRI within later decades research and development work, technological and engineering products were recognized with over 130 patents, exhibition diplomas and medals, and also State Awards of Ukraine.

    Overall, SRTRI works on resolving complex transportation problems, preparing concepts, programmes and forecasts of road transport development, elaborating the national network of transport corridors. In particular, SRTRI was the leading institute who drafted the Transport Strategy of Ukraine Untill 2020.
    SRTRI took an active part in development of such Laws of Ukraine, as On traffic, On transport, On road transport, On some issues of importation to the customs territory of Ukraine and registration of vehicles (concerning implementation of the Euro emission standards), On amending certain laws of Ukraine to promote the production and use of biofuels.

    Authorised by the Ministry of Infrastructure, SRTRI fulfills the functions of leading body in implementation of international agreements signed by Ukraine in road transport sector, such as the Agreement concerning the adoption of uniform technical prescriptions for wheeled vehicles... (1958 Geneva Agreement), Agreement concerning the adoption of uniform conditions for periodical technical inspections of wheeled vehicles... (1997 Vienna Agreement), European agreement concerning the work of crews of vehicles engaged in international road transport (AETR), Agreement on the international carriage of perishable foodstuffs (ATP).
    Since 2002, SRTRI has been a notified Administrative Authority of Ukraine; and its testing centre, that includes laboratories of passive, active and environmental safety, has been functioning as the Technical Service of Ukraine under the 1958 Geneva Agreement.
    SRTRI is authorized to conduct examination on motor vehicles conversion, cary out international inspections and test international carriers vehicle roadworthiness, providing ECMT and ITIC certificates.
    SRTRI coordinates operation of the digital tachograph system in road transport and, in particular, ensures circulation of digital tachograph cards, that requires integration of organisational structures, databases and security policy in general to the European system of traffic and labour safety.

    Since 2003, SRTRI has been accredited by the National Accreditation Agency of Ukraine. Since 1995, SRTRI has been accredited as a certification body for motor vehicles, services and quality systems and designated as a methodological centre within the Ukrainian certification system UkrSEPRO.

    SRTRI takes part in work of the Management Committee for road transport, as well as the World Forum for Harmonisation of Vehicle Regulations, functioning under the auspices of the UN/ECE Inland Transport Committee (Working Group WP.29) and also in work of the Technical Committee of International Organisation for Standardisation ISO TC-22. Road transport.
    SRTRI representatives take part in working groups of the European Conference of Ministers of Transport (ECMT) and of the Organisation for Economic Co-operation and Development (OECD).

    SRTRI pays great attention to the development of modern research and testing facilities. For today the Institute is equipped with a set of equipment from the worlds leading manufacturers that serve to test vehicles and engines compliance with international environmental standards, efficiency requirements and safety of construction, as well as to determine the quality of motor fuels etc.
    On its own, SRTRI has developed a unique research equipment that is not inferior to the best world analogues: the microtunnel for identifying particles in exhaust gas emissions; the system for determining the emission mass of pollutants from motor vehicles (CVS) with full-flaw tunnel; microprocessor-based control systems for chassis dynamometer and bench engine stands; on-board measuring systems; analytical equipment; VPAS hardware and software for automating vehicle and engine testing.
